The Federal Road Safety Corps (FRSC) has charged Zonal Commanding Officers from the 12 Zonal Commands of the Corps to brace up for the implementation of the Presidential Orders on Ease of Doing Business. The Corps said they should be prepared to provide improved services to the people in line with the Presidential Orders signed recently by the Acting President, Professor Yemi Osinbajo.
The Corps Marshal, FRSC, Dr Boboye OyeyemI, gave the charge in Abuja while declaring open a one-day strategy session for the Commanders.
Oyeyemi said with the commitment being shown by the Federal Government to creating a conducive environment for investment in the country in line with the change agenda of the present administration, there was the compelling need for all personnel of the Corps to key into the policy. He, therefore, called on the Commanding Officers to align themselves to efficient service delivery through re-orientation and rededication to duties.
Stressing that in line with the new thinking, Oyeyemi said the strategy session will be devoted to identifying immediate challenges of service delivery and contributions the Corps could make towards the solutions to the current apathy and nonchalant attitudes that negatively affect the nation’s index for ease of doing business in the country. He, however, expressed satisfaction with the Corps commitment to observing global best practice in road safety management and administration in the country.
“This was done through the acquisition of Quality Management System Certification (ISO: 9001: 2008) which has improved our quality service delivery ethics by emphasising on improved communication, feedback mechanism, standards and consultation with relevant stakeholders,” he stated.
The Corps Marshal restated the commitment of the Management to staff capacity development and welfare for increased productivity and efficient service delivery. He gave examples the reforms he has carried out to ensure welfare for the staff including reforms in the Cooperative Scheme, Staff Housing Scheme and Post Service Scheme to make them address the welfare needs of the staff in and outside the service.
“We are also creating a conducive working environment for staff through provision of logistics and construction of permanent office accommodation in parts of the country. New Unit Commands and outposts are equally being established across the country to complement the existing Roadside Clinics and zebras in some identified corridors,” he added.
The Corps Marshal called for discipline, change of orientation and aggressive enforcement in the spirit of new Executive Order on ease of doing business in the country, saying Commanding Officers must remain vigilant in their Commands to ensure that patrol activities are conducted as aggressively as possible within the framework of operational guidelines. He also charged them to guide against patrol misconduct and to promptly forward reports of trials conducted in the field commands for appropriate action.
“We would not condone acts of indiscipline, indolence, rumour mongering, anonymous petition writing and any acts capable of undermining the integrity and positive image of the Corps,” he stated.
He also reiterated his earlier directives on psychiatric tests for violators of certain traffic offences, which will be effective from 1st July 2017.
He listed the life-threatening offences which shall attract psychiatric examinations of the offenders to determine their mental wellness as:
Use of phone while driving; Route Violation; Traffic Light Violation; Dangerous Driving as well as overloading.
“For the avoidance of doubt, such offenders shall have their driver’s licence withdrawn pending confirmation of their sanity or otherwise. In addition, the offender shall bear the full cost of such consultation which shall be at a recognised public medical facility,” he stated, adding, “This nation can no longer watch the lives and property of its citizens being wasted by few non-conformists on the highways,”
